Two more arrests have been made relating to illegal car meetups in Philadelphia, according to police. Joseph Cavanaugh, 21, of Levittown, and James Hare, 20, of Philadelphia, were arrested on Friday, Oct. 25, the Philadelphia Police Department said. A Mays Landing man admitted to having four explosive devices when police responded to him overdosing on drugs, authorities said.
