A 28-year-old woman was arrested and charged after she used pepper spray on three teenagers in Newark on Tuesday, April 1, authorities said.
At 3:45 p.m., officers responded to 18th Avenue and South 18th Street after three juveniles, ages 13 and 14, were sprayed with pepper spray following a verbal altercation with a woman, later identified as Hiydera Rowell, Newark Public Safety Director Emanuel Miranda said.
